The Position
The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions, should they occur.
Under direct supervision, manages the County's capital improvement and construction projects from inception to completion; ensures projects are constructed in accordance with plans and specifications, the public contract code, and prudent construction project management procedures; performs space assessments and financial and administrative studies related to capital improvement projects; exercises technical and functional supervision of contractors, consultants, and support personnel.

Job Requirements and Minimum Qualifications Duties may include but are not limited to the following: Oversee building modification or construction contracts for County buildings from projects definition and requests for proposal through construction phase and warranty period.
Design and prepare or direct the design and preparation of plans and specifications that meet project requirements and comply with County standards.
Monitor construction for conformity and compliance with plans, specifications, codes and ordinances.
Coordinate design teams, consultants, implementation teams, contractors, engineers, estimators and inspectors, may provide direction and supervision to others in completion of assignments.
Coordinate with outside agencies, utilities, and others for ancillary needs for facility projects.
Coordinate approval of materials and shop drawings; review and recommend change orders and progress payments on construction to ensure that new construction and alteration work complies with plans, specifications and codes.
Review and check for accuracy the progress reports submitted by contractors.
Provide regular status reports for all assigned projects.
Prepare a variety of written correspondence including cost estimates, project budgets, and operational correspondence; prepares or coordinates special research studies and comprehensive reports related to County building facilities.
Perform other related duties as assigned.
MINIMUM QUALIFICATIONS REQUIRED Education and Experience: Bachelor's Degree, or the completion of the equivalent units of course work, from an accredited four-year college or university with major coursework in Construction Management, Facilities Planning, Engineering, Business Administration, Construction Technology, or closely related field.
Education Substitution: Up to two (2) years of the education requirement may be substituted with related experience at a rate of two (2) years of experience to one (1) year of education.

Associate's degree, or equivalent in related coursework, plus four (4) years of full-time progressively responsible related experience.
) Additional Substitution: The educational requirement may be substituted with 10 years of full-time progressively responsible related experience in construction and construction project management.
In addition to the above education requirements, requires four (4) years of progressively responsible experience in construction project management and capital projects planning; managing the construction and design of small to moderate size capital improvement and construction projects, ($50,000 - $300,000).
Desirable Experience: Operation and use of computer aided design and drafting (CADD) application programs, MS Project, Timberline, ShureTrak, or Primavera, and project management experience with Mendocino County or other municipality.
Licenses and Certifications: Valid Driver's License Knowledge, Skills, and Abilities Knowledge of: Modern principles of building and facility design, construction, industry standard and long term maintenance.
Laws, ordinances and codes related to design and construction.
Construction methods and materials and their application to design.
Project management techniques relating to construction projects.
Public contract code and other laws relative to public sector construction.
Computer software such as word processing, spreadsheets, and project management applications Skill in: Using tact, discretion, initiative and independent judgment within established guidelines.
Using a computer to accurately enter and retrieve data and information.
Communicating clearly and effectively, both orally and in writing with a variety of individuals.
Mental and Physical Ability to: Read, comprehend and correctly interpret instructions, routine correspondence and memos, complex plans, specifications and schedules.
Manage projects and schedules involving the work of engineers, architects, contractors and others engaged in the programming, planning and construction of projects; Develop and prepare construction and contract documents; manage several projects concurrently; Make mathematical calculations; Analyze situations accurate and adopt an effective course of action; Write concise specifications; Operate a motor vehicle.
Understand and carry out oral and written instructions.
Establish and maintain effective working relationships with others in order to work productively and cooperatively in groups and individually.

While performing the essential functions of this job, the incumbent is regularly required to walk, sit, stoop, bend, reach, use hands to finger, handle, grasp or feel or hold objects, to reach with hands and arms, see, speak and hear.
