Job Description: Regulatory Agent
Hours: Full Time (32+ hours per week), Non-exempt
Salary: $20.
00- $22.
00 / Depends on experience Reports To: Business Committee (Tribal EPA Director on day-to-day basis) Deadline: Open until filled or appointed by BC Position Summary: Plans, coordinates, implements and facilitates compliance/enforcement and mitigation activities of Big Valley Cannabis Ordinance, cannabis regulations and environmental codes relating to possession, consumption, distribution, transportation, cultivation, manufacturing and growing of cannabis; To perform difficult and responsible inspections pertaining to Cannabis cultivation, manufacturing and distribution within the boundaries of the Rancheria; and related duties as assigned.
Primary Duties: Assists with the development of cannabis regulations for all properties within the Big Valley Rancheria boundaries; Identify plant species, particularly cannabis for investigative purposes related to restrictions of the plant in Tribal code; Read and understand site plans, blueprints, maps, drawings, specifications, legal descriptions, contract documents, criminal code, penal code, graphs and building and use permits including that related to cannabis/marijuana cultivation; Use patience, tact, courtesy and self-restraint when dealing with members of the general public who choose to cultivate cannabis/marijuana whether in accordance with or in violation of Tribal laws and codes pertaining to cannabis cultivation; Perform inspections on a scheduled and as needed basis of all cannabis operation on Big Valley Rancheria to ensure compliance with Tribal code; Identify violations versus permitted land uses per zoning or cannabis related ordinances, ordinance codes, and maintain files on all violations including those related to cannabis/marijuana cultivation; Issuing fines, penalties, and notices in accordance with this Ordinance, or delegated pursuant to this Ordinance or regulation; Prepare accurate written reports, letter, legal documents, and instructions pertaining to regulations Present cases for administration hearing, including preparation of staff reports and delivery of summons; Conducting inspections and examinations of Licensee operations and records; Approving License Applications and Applications for renewals of Licenses; Developing and approving rules and regulations in accordance with this Ordinance; All other duties as assigned.
Qualifications: Education: High School Diploma or equivalent required, Associates degree or equivalent combined education and experience from a two year accredited college or university in a field related to medical cannabis, management, business, governmental regulation, law, and/or Tribal policy are preferred.
Experience: The Regulatory Agent shall have two (2) years of expertise, experience, education, or a combination thereof in the following areas: medical cannabis, management, business, governmental regulation, law, environmental regulation, and/or Tribal policy.
Knowledge/Skills/Ability Required: Demonstrated ability to plan and implement effective operations; Leadership skills, including negotiation, problem solving and decision making; Strong communication skills, both oral and written; Proficient in personal computer use and Microsoft Suite software; Ability to track, update and retrieve regulation, code inspection and enforcement information and prepare reports, tracking systems and correspondence accordingly; Ability to establish and maintain effective working relationships with the Board of Directors, staff, community groups and other related agencies; Basic knowledge of asset management including financial resources and property.
Other Requirements 1.
Must be eligible for coverage under the Tribe’s vehicle insurance policy.
2.
Must possess a valid California driver’s license, Class B preferred.
Must be willing to travel locally, regionally, statewide, and/or out-of-state, as necessary, during or after regular working hours.
3.
Preference in hiring is given to qualified American Indians in accordance with the Indian Preference Act (Title 25 U.
S.
Code, § 472 and 473).
Applicants claiming Indian preference must submit verification by Tribe of affiliation or other acceptable documentation of Tribal Enrollment.
4.
Must be twenty-one (21) years of age.
5.
Able to pass a drug test.
6.
Work involves periods of sitting, walking, bending, crouching, stooping, stretching, reaching, or similar activities, and lifting of moderately heavy items, up to 50 lbs.
7.
Must be able to satisfactorily complete a background check and a pre-employment screening.
