JOB Recruitments for County positions are typically conducted to establish eligibility lists to fill countywide vacancies that occur during the active status of those lists (approximately 3 -12 months).

SUPPLEMENTAL INFORMATION SUBSTANCE ABUSE PROGRAMS COORDINATOR DEFINITIONUnder general direction, plans, develops, and implements a variety of substance abuse treatment programs; plans, develops, and implements a variety of substance abuse community outreach efforts, prevention education programs, and related public information activities; performs a variety of substance abuse treatment and prevention services; provides supervision, training, and work evaluation for assigned staff; provides education, consultation services, workshops, and training for other staff, community agencies, and the public; performs prevention activities designed to prevent alcohol and drug abuse in the county; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICSThis is a specialized, single-position classification.
Incumbents have responsibility for the development, coordination, and conduct of substance abuse treatment and prevention programs, as well as providing supervision, work coordination, and training for assigned staff.
The Substance Abuse Programs Coordinator is distinguished from Deputy Director of Behavioral Health in that Substance Abuse Programs Coordinator incumbents do not exercise the full scope of management responsibilities for the alcohol and other drug services division.
SUPERVISION RECEIVED AND EXERCISED Receives general direction from Deputy Director of Behavioral Health.
Exercises direct supervision over professional, technical, and administrative support staff.

Coordinates DUI Program services.
Assists in updates to program policies and procedures.
Assists with planning, developing, implementing, and evaluating substance abuse treatment and prevention programs.
Participates in the development, monitoring, and coordination of program goals.
Provides supervision, training, and work evaluation for assigned staff.
Participates in the selection of new staff.
Presents materials, reports, pamphlets, exhibits, and news releases to groups, agencies, and individuals.
Meets with individuals, families, and groups in clinics, homes, schools, jails, and community settings to provide substance abuse treatment outreach services and information on substance abuse prevention.
Implements strategies to raise awareness of issues concerning alcohol and drug problems.
Provides in-service training and technical assistance for other agencies, organizations, and community groups.
Coordinates the gathering of data.
Evaluates a variety of data; coordinates recordkeeping and report preparation for state and local agencies.
Advises clients on available community resources.
Serves as a resource person for substance abuse treatment and substance abuse prevention/education.
Contacts community groups, schools, and groups to promote education and prevention programs.
Coordinates a variety of community relations and special events.
Provides a variety of support to community groups and/or coalitions.
Prepares, coordinates, schedules, and conducts presentations before school groups, community organizations, youth groups, and other interested persons.
Collaborates with surrounding counties and communities on education and prevention issues.
May attend meetings, conferences, and planning sessions.

Case management principles, practices, and processes related to the assessment, care, treatment, and documentation of individuals with behavioral disorders.
Methods and techniques for conducting assessments and treatment of substance abuse problems.
Principles, methods, techniques, and materials of substance abuse prevention and education.
Available community resources for substance abuse services.
Requirements and needs of persons with serious substance abuse problems.
Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to the administration of alcohol and drug prevention and treatment programs.

Licensing and Certifications: Possession of, or ability to obtain, an appropriate valid California Driver’s License.
Current certification as an Alcohol and Other Drug (AOD) Counselor from a State approved certifying organization.
ORPossession of, or ability to obtain, registration to obtain certification as an AOD Counselor by a State-approved certifying organization within six (6) months of the date of hire, and the completion of the certification as an AOD counselor within five (5) years from the date of registration.
ORPossession of a valid California license as a Physician, Psychologist, Clinical Social Worker, Marriage and Family Therapist or registration as an intern with the California Board of Psychology or the California Board of Behavioral Sciences.
Education and Experience: Equivalent to a Bachelor’s degree from an accredited four-year college or university with major coursework in social sciences, behavioral sciences, psychology, or a closely related field.
Two (2) years of full-time experience working in substance abuse counseling or substance abuse prevention in a public or certified private welfare agency at a level comparable to that of a Substance Abuse Counselor III or Prevention Specialist with the County of Lake.
Previous experience in a lead or supervisory position is desirable.

Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
Light Work: Exerting up to 25 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for light work.
A successful candidate will be required to submit to and pass a background check prior to the appointment.
Depending upon the position and/or assigned department, the background check may include but is not limited to civil and criminal history check, reference check, Live Scan, and/or credit check (as allowed under state law).
Disaster Service Workers: As members of the County of Lake Emergency Services Organization, all Lake County employees are designated as Disaster Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and / or County.
